During its May 6 meeting, the Volusia County Council approved the Hurricane Milton Action Plan. The plan highlights $100 million into stormwater improvements, future storm protection, and voluntary buyouts to support flood-impacted homeowners. An additional $20.2 million is also budgeted to assist eligible low- to moderate-income homeowners with repairs and replacement from the storm.
The plan will now be submitted to HUD for review and approval. The plan and full news release may be found below.

Volusia County hosted a public hearing for residents to provide feedback on the Transform386 CDBG-DR draft action plan for Hurricane Milton:
10:00 to 11:30 a.m. Tuesday, March 25, 2025 in the County Council Chambers at the Thomas C. Kelly Administration Center, 123 W. Indiana Ave., DeLand.
An additional public hearing took place on Tuesday, April 8, 2025, at 5:00 p.m. at the Daytona Beach Regional Library, located at 105 Jackie Robinson Parkway. The hearing was also live-streamed on Microsoft Teams. The link to view the meeting is available here.
The county will develop an Action Plan, with input from the community, to identify the unmet needs resulting from the hurricane and strategies to address them. Public participation is strongly encouraged and will be conducted through several means, such as surveys and a community engagement series. Once those are completed, a draft of the Action Plan will be published for the community to review and provide feedback.
